Dotyczy: odpowiedzi na interpelację nr 9385 Pana Posła Dariusza Mateckiego
Szanowny Panie Marszałku,
odpowiadając na interpelację na temat wdrażania Mechanizmów Finansowych:
EOG i Funduszy Norweskich w Polsce, przedstawiam następujące informacje.
Głównymi celami Funduszy Norweskich i EOG są:
1. Zmniejszanie różnic ekonomicznych i społecznych w obrębie EOG;
2. Wzmacnianie stosunków dwustronnych pomiędzy państwami-darczyńcami
a państwem-beneficjentem.
Ze względu na mniejszą skalę wsparcia w porównaniu do środków UE działania
realizowane w ramach Funduszy Norweskich i EOG mają często charakter
„pilotażowy” – np. wyprzedzający założenia programów finansowanych ze
środków z UE (m.in.: koncentracja na tematach związanych ze środowiskiem,
zaadresowanie unikalnych problemów czy obszarów badawczych, realizacja
innowacyjnych projektów np. w obszarze więziennictwa, wspieranie
przedsiębiorczości kobiet, rozwój małych i średnich miast, zwiększanie
dostępności i włączenia społecznego). Niszowy i innowacyjny charakter pozwala
wypełniać luki w finansowaniu z innych środków, a jednocześnie realizować
projekty wyróżniające się nowatorskim podejściem lub rozwiązaniami. Skala
oddziaływania realizowanych programów jest szersza niż ich bezpośrednie
efekty. Dużą wartość w tym obszarze przynoszą projekty predefiniowane, które
są ukierunkowane na obszary wymagające wsparcia, np. poprzez tworzenie
pilotażowych rozwiązań, standardów i dobrych praktyk. Jednak największa część

środków jest przekazywana na projekty, które zdobyły największą ilość punktów
w konkursach organizowanych przez Operatorów Projektów.

IV edycja Funduszy Norweskich i EOG – główne informacje:
W dniu 23 kwietnia 2025 r. zostały podpisane Memoranda of Understanding
między Rzecząpospolitą Polską a krajami EFTA w sprawie przyznania środków na
kolejną edycję Funduszy Norweskich i EOG. Jednocześnie rozpoczął się okres
programowania środków. Zakres programów oraz przewidzianych konkursów
będzie znany najwcześniej w 2026 r.
III edycja Funduszy norweskich i EOG – główne informacje:
Budżet III edycji Funduszy Norweskich i EOG wynosił 2 801,80 mln euro.
Wsparcie przyznano 15 państwom-beneficjentom (państwom UE, które wstąpiły
do niej od maja 2004 r. oraz Grecji i Portugalii). Polska, z alokacją 809,3 mln euro,
podobnie jak w poprzednich edycjach była największym beneficjentem tych
środków.
Za koordynację wdrażania Funduszy Norweskich i EOG w Polsce – jako Krajowy
Punkt Kontaktowy – odpowiada Ministerstwo Funduszy i Polityki Regionalnej.
Współpracuje przy tym z Biurem Mechanizmów Finansowych w Brukseli.
Poszczególne programy III edycji Funduszy były wdrażane przez polskie instytucje
publiczne jako Operatorów Programów. Wyjątek stanowią, podobnie jak
w poprzednich edycjach Funduszy, obszary „Społeczeństwo obywatelskie” oraz
„Dialog społeczny – godna praca”, które zarządzane były przez darczyńców
(odpowiednio przez Biuro Mechanizmów Finansowych w Brukseli oraz
Innovation Norway). Wsparcie dla sektora NGO w ramach Funduszy Norweskich
i EOG było realizowane bezpośrednio przez Donorów. Zostały wdrożone dwa
fundusze – Krajowy Fundusz NGO (wdrażany przez Fundację Batorego) oraz
Regionalny Fundusz NGO (realizowany przez FRDL).
W ramach III edycji Funduszy Norweskich i EOG ogłoszono 42 nabory wniosków
o dofinansowanie na kwotę ponad 500 mln euro. Złożono w prawie 3600
wniosków. Zrealizowano ponad 900 projektów.

Wdrażanie Funduszy Norweskich i EOG przez NGO w ramach III edycji:
Zgodnie z dokumentami programowymi (Memorandum of Understanding
i Regulacjami dot. wdrażania Mechanizmu Finansowego EOG i Norweskiego
Mechanizmu Finansowego na lata 20214-2021) Program Aktywni Obywatele
finansowany z ww. środków zarządzany był w Polsce przez państwa: Islandię,
Lichtenstein i Norwegię za pośrednictwem swojego biura w Brukseli – Biuro
Mechanizmów Finansowych (BMF), które było instytucją zarządzającą
i odpowiadającą za wdrożenie programu Aktywni Obywatele w Polsce. BMF
bezpośrednio podpisało umowy dotyczące wdrażania z operatorami funduszy:
- Program Aktywni Obywatele - Fundusz Krajowy – prowadzony był przez
konsorcjum Fundacji im. Stefana Batorego (lider), Fundacji Stocznia i Fundacji
Akademia Organizacji Obywatelskich. Fundusz wynosił 33,2 mln euro.
- Program Aktywni Obywatele – Fundusz Regionalny – prowadzony był przez
konsorcjum Fundacji Rozwoju Demokracji Lokalnej (lider), Fundacji Edukacja dla
Demokracji i Fundacji Rozwoju Społeczeństwa Informacyjnego. Fundusz wynosił
26 mln euro.
